Job Description

The Division Chief has responsibility for leading, organizing and managing clinical and administrative operations of the Division according to the hospital’s strategic objectives and goals. The post holder is accountable for ensuring delivery of high quality patient care in the Division through effective planning and clinical leadership. In addition to administrative duties, the Division Chief is a practicing consultant and is expected to carry out clinical and academic duties as required.

Responsibilities

Managerial/Administration Leads the Division in the implementation of all Divisional and organizational strategic plans. Ensures adherence to established policies as required

Assumes responsibility for providing relevant advice to the Head of Department on clinical and professional matters related to the Division

Chairs Division meetings and represents the Division at Departmental meetings; attends all other management meetings as required

Assists the Department Head and Chief Medical Officer in responding to appropriate requests from the Corporate Team and SEHA, and regulatory bodies, including HAAD and the Ministry of Health

Reviews Division reports, makes recommendations for improvements to clinical services, and ensures implementation as required

Helps promote and implement the organization’s performance management system, in the Division, including peer review and the productivity and utilization review processes

Contributes to workforce planning issues within the Department, and participates in recruitment, including the appointment of Division Chiefs and physicians as required

Follows the organization’s established system of communication with the Division’s medical workforce and holds regular meetings with Division Chiefs

Supports budget planning and other financial management responsibilities for the Division

Oversees scheduling and ensures that adequate medical coverage is provided within the Division at all times, including on call, weekends and public holidays

Supports initiatives for collecting information on patient satisfaction in the Division and uses the information to assist with strategic and operational planning

Ensures timely investigation and response to enquiries, complaints, and other issues from patients, relatives and clinical staff arising within the Division as per established guidelines

Updates the Head of Department on current trends, including the introduction of new technologies and treatments

Delegates duties to Division staff as required and assume additional administrative duties as required

Technical

Promotes clinical excellence and leads the Division in the delivery of evidence-based, patient-centered care in the Department.

Responsibilities

Assumes clinical duties and practices specific to the post holder’s subspecialty as a Consultant Physician, as well as other general clinical responsibilities in the organization, including the following:

  • Complies with all hospital polices regarding admissions, consultations, treatment, daily patient care, surgical procedures, discharge protocols, outpatient and follow up practices
  • Assumes responsibility for overseeing and supervising the diagnosis and treatment of medical care by junior medical staff
  • Carries out ward rounds and reassesses both inpatients and outpatients on a regular basis, in line with best practice
  • Accurately documents all relevant clinical information in a clear and timely fashion in accordance with established procedures
  • Regularly reviews and/or oversees the review by junior medical staff, of all diagnostic test results, and ensures that treatment is adjusted as required
  • Communicates with junior medical staff and liaises with other medical specialties and support services for additional input as required
  • Actively participates in multi-disciplinary meetings to help plan effective, safe and holistic care for individual patients
  • Oversees preparation of patients for all procedures including obtaining informed consent
  • Accepts clinically appropriate referrals from the Emergency Department, primary care, other departments, specialty clinics, walk in clinics and patients referred from other hospitals
  • Provides out of hours (on call) coverage on a rotational basis including evenings, nights, weekends and public holidays
  • Communicates clinical information to patients and the patient’s family and friends (with consent of the patient) in a timely manner
  • Maintains a good working relationship with members of staff and promotes collaboration and a team-based approach to patient care
  • Performs other clinical responsibilities as assigned

Quality & Safety Leads quality improvement initiatives and ensures that these are adopted and implemented by the Department

Supports the organization’s system of clinical data collection. Holds Division Chiefs accountable for managing and reporting data from their respective Divisions

Leads the Division in promoting a culture of regular audit and holds the physicians accountable for implementing improvement initiatives on the basis of audit results

Ensures the health and safety of patients, staff and visitors to the Department

Oversees the reporting, investigation, and response to untoward incidents occurring within the Division

Education Fosters a culture of learning, personal professional development and continuous improvement by:

  • Providing and facilitating instruction, guidance and supervision of junior medical staff.
  • Ensuring that all medical staff in the Division are appropriately credentialed
  • Ensures the delivery of orientation and essential training for all Division staff
  • Supporting medical staff in the Division complying with Continued Medical Education (CME) requirements as per HAAD guidelines and actively promoting postgraduate education and other educational training opportunities, locally, regionally and internationally
  • Keeping abreast of the current, relevant literature and the latest trends and technologies in the industry
  • Assuming responsibility for organization and implementation of residency programme if required

Leads in the promotion of and participation in clinical research activities and encourages medical staff to publish

Qualifications

Qualification :-

Special Certificate:-

Required

  • Tier 1: NLT 3 years relevant experience as a consultant or equivalent post board certification, with NLT 2 years in the same country of certification or western accredited institution or equivalent (UAE National not applicable). For UAE National: working as a specialist is equivalent to working as a consultant.
  • Tier 2: NLT 8 years full time employment as a consultant or equivalent World Health Organization (WHO) listed medical school (Teaching hospital) or a fully JCI – or Canadian – Or Australian accredited hospital
  • UAE National working as a specialist is equivalent to working as a consultant
  • Presentation of log book listing full range of procedures performed as a consultant with letter of certification from the ministry of health (or equivalent institution) form the country of origin

For some positions sub specialty fellowship training following primary specialty board may substitute for experience
