Job Description

We are seeking a highly experienced Stakeholder Coordination Engineer to join our Head Office team in Abu Dhabi, supporting major building and infrastructure projects across the emirate. In this role, you will act as the primary liaison with government authorities, utility providers, and regulatory bodies, ensuring timely approvals, permits, NOCs, and full compliance throughout the project lifecycle.

This position plays a critical role in maintaining programme milestones, preventing approval-related delays, and safeguarding compliance on complex, high-value developments. The role involves significant coordination, senior-level engagement, and proactive management of authority requirements.

Key Responsibilities Include

Authority Liaison & Stakeholder Management

  • Serve as the main point of contact with Abu Dhabi government entities and statutory authorities
  • Manage relationships with DMT, Abu Dhabi Municipality, Civil Defence, ADDC, ADSSC, DoE, EAD, and DoT
  • Attend authority coordination meetings and follow up on actions
  • Resolve authority-related issues that may impact project progress

Permits, NOCs & Approvals

  • Manage submission, tracking, and closure of permits, NOCs, and design approvals
  • Ensure all required approvals are secured before construction works
  • Coordinate design review comments to ensure compliance with authority standards
  • Monitor approval timelines and escalate risks as needed

Regulatory Compliance

  • Ensure compliance with Abu Dhabi building codes and planning regulations
  • Review drawings and documents prior to authority submission
  • Track regulatory changes and communicate updates to project teams
  • Ensure environmental and infrastructure compliance standards are met

Internal Coordination

  • Collaborate with Project Directors, Design Managers, Planning Teams, Construction Managers, HSE, and QA/QC
  • Provide guidance on authority processes and requirements
  • Support tender and pre-construction teams with feasibility and authority insights

Reporting & Documentation

  • Maintain a comprehensive tracker of submissions and approvals
  • Prepare regular status reports for senior management
  • Maintain detailed documentation of authority correspondence
  • Support contractual communication related to authority approvals and delays

Working Environment

  • Based at Abu Dhabi Head Office
  • Regular visits to authority offices and project sites
  • Frequent interaction with senior internal leadership and government representatives

Qualifications

Education

  • Bachelor’s Degree in Civil Engineering, Architectural Engineering, or related discipline
  • Master’s degree preferred (not mandatory)

Experience Requirements

  • 15–20 years of authority liaison and stakeholder coordination experience
  • Strong background with Tier 1 or Tier 2 contractors in Abu Dhabi
  • Proven experience on large-scale building, infrastructure, or mixed-use developments
  • Demonstrated success in securing complex approvals and resolving authority issues
  • Strong knowledge of Abu Dhabi regulatory frameworks and submission portals

Technical Knowledge

  • Abu Dhabi Municipality and DMT processes
  • Utility coordination procedures
  • Infrastructure NOC processes
  • Building permit approval workflows
  • Environmental permitting procedures
  • Familiarity with Abu Dhabi e‑submission systems
