Job Title: HR Executive
Department: Human Resources
Reporting To: General Manager/CEO
Industry: Construction / Contracting / Project-Based Operations
Location: UAE – Site & Head Office
Budget: 7,000 – 10,000 AED per month
Job Purpose
The HR Executive is responsible for supporting day-to-day HR operations in a UAE-based, project-driven environment. The role ensures compliance with UAE Labour Law and MOHRE regulations while managing recruitment support, employee relations, payroll coordination, health & safety compliance, accommodation standards, and HR administration across multiple project sites.
Key Responsibilities
1. Workforce Coordination & Support
- Coordinate manpower deployment in line with project and site requirements.
- Support Project Managers and site teams on HR-related workforce matters.
- Maintain updated manpower, site allocation, and employee records in compliance with MOHRE requirements.
2. Recruitment & Onboarding (UAE Compliance)
- Assist in end-to-end recruitment activities including CV screening, interview coordination, offer issuance, and joining formalities for direct hires.
- Coordinate manpower supply through approved manpower supply companies based on project and site requirements.
- Liaise with manpower supply agencies to ensure timely mobilization, documentation, and compliance of supplied workforce.
- Verify that all outsourced manpower complies with UAE Labour Law, MOHRE regulations, visa validity, medical fitness, and site eligibility requirements.
- Coordinate onboarding for site and office staff, including document verification, inductions, safety briefings, and required certifications.
- Maintain accurate records of direct and outsourced manpower, including contracts, deployment details, and compliance documentation.
3. Visa, Labour & MOHRE Coordination
- Support visa processing, labour contracts, renewals, cancellations, and employee status updates in coordination with PROs.
- Ensure timely registration and updates on MOHRE systems.
- Maintain accurate records of employee visas, labour cards, and Emirates IDs.
4. Payroll, WPS & Benefits Coordination
- Coordinate payroll inputs including attendance, overtime, leave, and employee changes.
- Ensure salaries are processed strictly through the Wage Protection System (WPS) in compliance with UAE regulations.
- Support administration of employee benefits including medical insurance, leave balances, gratuity records, and statutory entitlements.
5. Employee Relations & Discipline
- Act as the first point of contact for employee HR queries related to leave, attendance, salary, policies, and benefits.
- Support management in handling employee grievances, disciplinary actions, warnings, and investigations in line with UAE Labour Law.
6. Health, Safety & Welfare Compliance (UAE-Specific)
- Support implementation of HR-related health and safety policies across sites in coordination with HSE teams.
- Ensure compliance with UAE occupational health and safety regulations, including medical fitness requirements.
- Maintain records of site incidents, medical reports, and statutory safety documentation.
7. Accommodation & Welfare Management
- Monitor compliance of employee accommodation with UAE labour accommodation standards.
- Coordinate accommodation allocation, occupancy records, and employee welfare concerns.
- Act as a liaison between employees, accommodation management, and site teams to address welfare issues.
8. Performance Management & Training Support
- Support performance appraisal cycles by coordinating documentation and maintaining appraisal records.
- Assist in identifying training requirements including safety training, skills development, and compliance-related programs.
9. HR Operations & Compliance
- Maintain accurate employee files, contracts, warnings, and HR documentation.
- Ensure adherence to UAE Labour Law, company policies, and internal HR procedures.
- Prepare HR reports including headcount, leave balances, attendance, turnover, and compliance trackers.
Qualifications & Experience
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- 2–5 years of experience as an HR Executive / HR Officer in the UAE.
- Prior experience in construction, contracting, or project-based organizations is preferred.
- Practical knowledge of UAE Labour Law, MOHRE regulations, visa processes, and WPS.
Skills & Competencies
- Strong knowledge of UAE HR compliance and labour regulations.

- Strong coordination and organisational abilities.
- Ability to work in a fast-paced, site-based environment.
- Proficiency in MS Office; experience with HRIS and payroll systems is an advantage.
