Designation: Senior Director – Corporate Financial Affairs

Office Location: Abu Dhabi (DOF Office)

Position description: Supervising the monitoring of Corporate Financial Affairs in the Department of Finance and managing the processes of preparing financial statements and accounting books for the Department and reviewing them in a manner that ensures their compliance with the laws of the Emirate of Abu Dhabi, in addition to managing operations related to salaries and payments for the Department.

Primary Responsibilities:

Internal Budget

  • Supervising the preparation of the annual budget for employee service expenses and operational and capital expenses of the department.
  • Supervising the preparation of budget amendment transactions from transfers between items and requesting additional appropriations.
  • Ensuring that the ceilings of the department’s budget sections are determined in coordination with the various organizational units, studying the budgets of the organizational units and submitting recommendations for amendment.
  • Monitoring the implementation of the Finance Department’s budget with the relevant organizational units to ensure their commitment to implementing it within the specified ceilings.
  • Managing coordination with organizational units to ensure the link between the department’s strategic plan and the operational plan and the budget.

General Accounts

  • Supervise the preparation and recording of all human capital disbursement transactions, including salaries, bonuses, allowances, etc., and audit the documents supporting their disbursement in accordance with the approved human capital policy and other financial regulations.
  • Manage and reconcile cash records, contracts, assets, salaries, financial obligations, etc. with general ledger records.
  • Supervise the preparation of the department’s final accounts.
  • Supervise the inventory and statistics of fixed assets.
  • Supervise the development and submission of financial performance reports to the sector manager in accordance with relevant requirements.

Salaries and Benefits

  • Supervise the preparation of leave statements and end of service benefits periodically and at the end of the year.
  • Supervise the preparation of salary settlements, expenses, assets and other financial obligations.
  • Ensure that all operations related to payments and revenues are reviewed and audited in accordance with the relevant manuals in the Abu Dhabi Government and the Department.
  • Supervise the receipt and review of invoices and ensure the availability of supporting documents before completing the disbursement operations.
  • Supervise the preparation and recording of all revenue receipt transactions from various sources.
  • Provide the necessary support to the line manager and perform any other related tasks assigned.

Qualification and Experience

  • Bachelor’s degree or higher, in accounting or equivalent in a similar specialty that is appropriate for the job duties.
  • A Certified Management Accountant (CMA) or equivalent is preferred.
  • Preferably 8 to 12 years of experience in a similar field/position.
