Job Description

Directs the strategy, execution, and hands-on management of American Hospital Dubai’s healthcare applications portfolio, including Oracle Health Millennium (Cerner), Revenue Cycle Management (RCM), and other integrated systems. Combines strategic vision with operational leadership, ensuring the successful implementation, configuration, testing, deployment, optimisation, and stabilisation of EMR and clinical platforms. Works closely with clinicians, business leaders, and vendors, ensuring governance, accountability, and continuous improvement to deliver reliable, efficient, and patient-centred technology solutions that support clinical excellence and organizational goals.

Responsibilities

Clinical Applications & Oracle Health Millennium Ownership

  • Acts as Product Owner for Oracle Health Millennium and RCM applications.
  • Leads full lifecycle delivery: design, configuration, validation, testing, deployment, upgrades, and optimisation.
  • Ensures system design meets clinical and operational requirements with minimal disruption to patient care.
  • Optimises workflows for efficiency, compliance, revenue performance, and patient safety.

Strategic Leadership & Program Delivery

  • Defines and executes a multi-year roadmap for EMR, RCM, and integrated applications aligned with hospital strategy, clinical excellence, and financial sustainability.
  • Translates clinical and business requirements into actionable initiatives with clear governance, project charters, RAID logs, and milestone tracking.
  • Provides precise executive updates through KPIs, dashboards, and risk assessments.
  • Intervenes in escalations or stalled projects to restore momentum and delivery.

Stakeholder Engagement & Clinical Governance

  • Serves as the accountable partner for physicians, nurses, allied health professionals, and revenue cycle leaders.
  • Facilitates structured requirement workshops and clinical validation sessions.
  • Establishes EMR and RCM governance boards for disciplined change management and prioritisation.
  • Ensures transparent communication that builds trust across executives, clinicians, and IT teams.

Hands-On Team & Delivery Management

  • Builds, leads, and mentors a multidisciplinary team of application analysts and leads (Inpatient, Ambulatory, Pharmacy, Laboratory, Radiology, Allied Health, RCM).
  • Sets clear roles, responsibilities, and deliverables, ensuring task accountability through trackers and reviews.
  • Provides direct technical coaching and leads by example in configurations, testing, and issue resolution.

Vendor & Technology Management

  • Partners with Oracle and vendors to align upgrades, builds, and deployments with best practices.
  • Validates vendor deliverables and negotiates service levels to ensure accountability and value for investment.
  • Collaborates with infrastructure, integration, and cybersecurity teams to ensure compliance, resilience, and interoperability.

Operational Excellence & Continuous Improvement

  • Ensures 24/7 availability and reliability of clinical applications with zero tolerance for patient safety risks.
  • Leads incident resolution and root cause analysis with hands-on involvement.
  • Maintains comprehensive build and workflow documentation for traceability.
  • Drives post-go-live reviews, capturing lessons learned and embedding continuous improvement.
  • Enhances system usability, clinician adoption, and patient-centered outcomes.

Qualifications

  • Bachelor’s Degree in Health/Clinical Informatics, Clinical Engineering, Computer Science, or a related field.
  • Master’s Degree in Health/Clinical Informatics, Clinical Engineering, Computer Science, or a related field preferred.
  • Certificate in Project Management (PMP, PRINCE2, Agile, or SAFe) preferred.
  • Certificate in Oracle Cerner applications (PowerChart, RCM, Orders, Scheduling, etc.) preferred.

PROFESSIONAL EXPERIENCE:

  • Minimum of ten (10) years of progressive healthcare IT leadership, with at least five (5) years in senior management roles directly accountable for clinical applications and EMR delivery.
  • Knowledge of Oracle Health Millennium (Cerner) lifecycle, including implementation, configuration, testing, deployment, upgrades, and optimization.
  • Knowledge of inpatient, outpatient, and revenue cycle workflows within healthcare environments.
  • Knowledge of private healthcare and multi-site hospital systems within the UAE/GCC.
  • Knowledge of Oracle Cloud Infrastructure (OCI), HL7, FHIR, and EMR data models.
  • Knowledge of JCI, DHA, MOHAP, or equivalent international healthcare accreditation standards.
  • Skills in leading large-scale, multi-site EMR programs with measurable outcomes.
  • Skills in program and clinical governance, detailed project planning, RAID logs, milestone tracking, and stakeholder alignment.
  • Skills in vendor management, contract negotiation, and service-level accountability.
  • Skills in workflow validation, test cycles, configuration, and issue resolution.
  • Ability to provide hands-on leadership with direct accountability for clinical applications.
  • Ability to mentor, coach, and elevate the performance of technical and clinical application teams.
  • Ability to balance strategic vision with daily execution discipline.
  • Ability to anticipate risks, deliver results under pressure, and ensure continuous momentum while maintaining compliance, quality, and patient safety.
