Job Description

This role is responsible for delivering high-impact learning strategies, facilitating internal capability development, and leading the implementation of leadership and competency-based training initiatives. The role involves working closely with department heads, clinical leaders, and external training partners to identify skill gaps, design blended learning solutions, and evaluate outcomes to support continuous improvement. The Senior Specialist also contributes to succession planning, Emiratization development pathways, and digital learning transformation. The position plays a vital part in building a learning culture that meets regulatory requirements and supports the healthcare organization’s long-term strategy.

Responsibilities

•    Lead the identification and analysis of learning needs across departments through consultations, performance data, and skill assessments.
•    Design, develop, and implement learning strategies, leadership programs, and professional development initiatives aligned with business goals.
•    Oversee the design and delivery of competency-based training programs for clinical, operational, and support staff.
•    Drive the implementation and optimization of the Learning Management System (LMS) to ensure effective content delivery, reporting, and compliance.
•    Collaborate with internal and external stakeholders to customize learning interventions and ensure they meet regulatory and accreditation standards.
•    Evaluate the effectiveness of training programs using established models (e.g., Kirkpatrick) and recommend improvements.
•    Facilitate workshops, training sessions, and coaching engagements for various levels of the organization.
•    Manage training budgets, vendor relationships, and contracts related to external learning providers and platforms.
•    Support talent development frameworks including succession planning, career development, and leadership pipeline programs.
•    Ensure accurate tracking and reporting of training participation, outcomes, and compliance to regulatory requirements.
•    Develop e-learning modules and oversee the digitization of training content in partnership with subject matter experts and instructional designers.
•    Monitor trends and innovations in learning and development and introduce best practices and technologies accordingly.
•    Contribute to Emiratization development programs by creating targeted learning paths for UAE Nationals.
•    Provide mentorship and guidance to junior team members and officers within the L&D function.
•    Support internal audits and external regulatory reviews by maintaining complete and up-to-date training documentation.
 

Qualifications

Education and Certification
•    Bachelor’s degree in Human Resources, Education, Organizational Development, or a related field.
•    Master’s degree or equivalent postgraduate qualification is preferred.
•    Certifications in Learning and Development (e.g., CIPD L&D, ATD, SHRM-CP) are desirable.
Knowledge and Skills
•    Strong knowledge of adult learning theories, instructional design, and training evaluation methods.
•    Proficiency in Learning Management Systems (LMS) and digital learning technologies.
•    Excellent facilitation and presentation skills with the ability to engage diverse audiences.
•    Ability to analyze training data and translate insights into actionable learning solutions.
•    Familiarity with UAE healthcare training regulations, accreditation standards, and clinical education frameworks.
•    Excellent organizational, project management, and time management skills.
•    Strong interpersonal and stakeholder management skills with cross-functional collaboration experience.
•    Capability to manage multiple learning programs concurrently while ensuring quality delivery.
