Job Description
To manage the procurement processes and activities for Masdar’s solar energy projects, ensuring the timely and efficient delivery of all purchasing operations in compliance with Masdar’s policies, procedures, and regulations while assuring that projects’ budget are utilized effectively to achieve optimal long-term value for Masdar
Key Responsibilities :
- Administer purchasing processes and operations utilizing analysis and judgement in differing situations to solve work related matters in accordance with broad policies and objectives.
- Negotiate terms and conditions and manage the development and administration of contracts and Purchase Orders (POs) in line with relevant policies, procedures, standards and timelines.
- Monitor purchasing service levels to ensure provision of best services to internal customers and to ensure fairness of procurement processes to potential suppliers.
- Prepare the main equipment’s supply RFQ based on the Clients RFP and project documents.
- Consolidate the technical, commercial and project team comments on the RFQ.
- Float the RFQ to various OEM’s and obtain quotations as per the RFQ.
- Coordinate with internal teams to clarify the OEM’s clarifications.
- Present to the project team the evaluation results RFQ process based commercial and technical evaluation results.
- Prepare and float the logistics RFQ to the various vendors and obtain quotation for the logistics.
- Negotiate arm’s length terms and conditions with logistics providers
- Select transportation routes to maximize efficiency by combining shipments or consolidating warehousing and distribution.
- Coordinate the supply contract preparation with the legal, contract and technical teams.
- Lead the supply contract commercial negotiations to ensure suitability of conditions and ability to meet project schedules.
- Manage schedule of supply to ensure compliance with the overall program of projects.
- Develop material cost forecasts or standard cost lists in close coordination with Original Equipment Manufacturers (OEMs).
- Coordinate with the technical and project teams to prepare the supply contracts term sheets during the bid preparation and negotiate the terms sheet with the OEM’s
- Prepare the definitive supply contract post bid and negotiate it with the shortlisted OEM’s. Consolidate the legal, technical and project management comments in the supply contract during the preparation period.
- Implement the internal qualification requirements for the main equipment factories as per the best practices and the renewable energy market standard.
- Carry-out the PV modules, inverters, tracker and wind turbines factories qualification process.
- Update the qualification status of the factories as per the agreed frequency.
- Update the qualification requirements to meet the technology improvements.
- Lead the implementation of the main equipment’s quality requirement as per the market standard and the best practices.
- Update the quality requirements as per the market standard and technology update.
- Qualify local OEM’s to meet the local content requirement and liaise with the international vendors in this regards.
- Ensure the accurate documentation of all contracts and POs, records and documents for ease of future reference and to have audit compliance with internal and external auditors.
- Partner with internal stakeholders to identify opportunities for significant process and system enhancements.
- Ensure effective communication and consultation between the team and all relevant internal customers and provide adequate visibility of purchasing progress and plans.
Qualifications
Preferred Qualifications:
- MBA or relevant Master’s degree from a top-tier internationally recognized higher education institution
- Bachelor’s degree in engineering, business administration or finance or related field
Preferred Experience:
- 5-7 years experience in purchasing/procuring main equipment for the renewable energy projects like PV Solar and Wind energy plants or equivalent experience
- 2-3 years of experience in renewable energies EPC works
Job-Specific Skills:
- Knowledge of renewable energy and traditional energy industry
- Knowledge of processes, templates, tools and systems used in bids and proposals
- Exceptional communication and interpersonal skills leading to a consultative approach within a corporate / multifunctional environment
- Strong research and analytical skills
- Ability to prioritize actions and manage a diverse cross-functional team
- Strong commercial risk knowledge base
- Sound understanding of corporate/project finance transactions
- Knowledge of financial, legal and corporate responsibility matters
- Technical knowledge of quality requirements of the PV modules, inverters, and trackers
- Technical knowledge of performance indicators of PV, inverters, and trackers experience in IPP tenders
- Excellent knowledge in the EPC Works of renewable energy projects
- This role is to be based in Abu Dhabi
