HR Manager – Blue-Collar Workforce

Key Responsibilities

  • Manage complete HR operations for 300–500+ blue-collar employees across multiple locations.
  • Handle recruitment, including bulk hiring of blue-collar and operational staff.
  • Manage onboarding, employment contracts, employee documentation and personnel files.
  • Monitor attendance, shifts, overtime, absenteeism, leave and duty schedules.
  • Coordinate manpower allocation and employee transfers between locations.
  • Handle employee grievances, disciplinary matters, warnings and terminations.
  • Coordinate payroll inputs, overtime, deductions, leave salary and final settlements.
  • Manage employee accommodation and transportation requirements where applicable.
  • Conduct regular site/branch visits and coordinate with supervisors and employees.
  • Implement HR policies, SOPs, attendance systems and employee performance processes.
  • Ensure compliance with UAE Labour Law and MOHRE requirements.

PRO & Government Relations

  • Handle and supervise employment visa applications, renewals, cancellations and status changes.
  • Manage work permits, labour contracts, Emirates ID and medical fitness procedures.
  • Coordinate with MOHRE, ICP/GDRFA, Tasheel, Amer and other UAE government authorities.
  • Monitor visa, labour card and document expiry dates to avoid fines or delays.
  • Handle establishment-related government documentation and renewals.
  • Support trade licence and other company document renewals where required.
  • Maintain accurate records of all government and employee documentation.
  • Resolve labour/immigration-related issues and follow up directly with relevant authorities.

Candidate Requirements

  • 5+ years of UAE HR/PRO experience.
  • Proven experience managing 300–500+ employees, particularly blue-collar workers.
  • Previous experience in construction or another large blue-collar workforce environment is strongly preferred.
  • Strong practical knowledge of MOHRE, GDRFA/ICP, Tasheel, Amer and UAE visa/labour procedures.
  • Experience with bulk recruitment and manpower planning.
  • Strong knowledge of UAE Labour Law.
  • Experience handling attendance, overtime, payroll coordination, employee grievances and disciplinary matters.
  • Experience with HR software and attendance systems is an advantage.
  • Must be hands-on, organized and comfortable regularly visiting multiple branches/sites.
  • Important: Candidates with only corporate/white-collar HR experience and no practical experience managing a large blue-collar workforce will not be suitable for this position.
